In Mac OS 10.2 and 10.3 the Label names are stored in the lstr resource of the file HIServices.rsrc at /System/Library/Frameworks/ApplicationServices.framework/Versions/A/Frameworks/HIServices.framework/Versions/A/Resources/HIServices.rsrc To change the names:
  1. Make a copy of the file

  2. Convert to resource fork using DropConvert

  3. Open in Resedit

  4. Open the lstr resource

  5. Edit items
    Note that the resources are in reverse order from the way you would see them in the menu.
    Default names are below so you can plan ahead :-) 
       Essential 
   Hot        
   In Progress
   Cool    
   Personal  
   Project 1   
   Project 2

  6. *Important* Be sure to pad each modified name to 32 characters with 0s

  7. Convert back to data fork with DropConvert

  8. Save a copy of the original HIServices.rsrc file

  9. copy the new file into place

  10. Quit and re-start Eudora. Check the names.
I had a little trouble with two of the names, so I went back and very carefully made the _first_ hex character the same in those two resources as in the rest. Note that the very first hex character is not a 0 but is not a letter either!
